“Paperless Counter” to Be Introduced in Osaka Ward Offices from March

New Digital System to Streamline Administrative Procedures

In March 2025, Osaka City will implement the “Paperless Counter” service in all 24 ward offices and related facilities using My Number Cards (マイナンバーカード). This initiative aims to significantly reduce the time required for application processing, such as issuing resident certificates. By automating the entry process, the system will lighten the administrative burden on citizens.

How the “Paperless Counter” Works?

With this system, My Number Card information will be read by a dedicated terminal, which will then automatically print details such as:

  • Full Name
  • Address
  • Date of Birth
  • Gender
  • Phone Number
  • Photo ID (for verification purposes)

Since the need for manual entry is eliminated, each transaction is expected to be shortened by approximately three minutes.

Where Will the Terminals Be Installed?

A total of 111 terminals will be installed at various locations across Osaka:

  • Ward Offices and Branch Offices: 103 terminals
  • Service Counters (Umeda, Namba, Tennoji): 6 terminals
  • City Hall Main Building (1st Floor Resident Certificate & Family Register Counter): 2 terminals

Types of Applications Supported

The “Paperless Counter” will facilitate 65 different types of applications, including:

  • Resident Information-Related Forms: 17 types
  • National Health Insurance Forms: 7 types
  • Welfare and Health-Related Forms: 32 types
  • Livelihood Support-Related Forms: 9 types

Expected Benefits

The introduction of this digital system is expected to bring several benefits:

  • Reduced Processing Time: Application completion time will be cut by approximately 3 minutes per case.
  • Prevention of Errors: Automated printing will minimize mistakes such as missing or incorrect information.
  • Improved Accessibility: This system will particularly benefit elderly individuals, people with disabilities, and non-native Japanese speakers, making application procedures easier.

Implementation in Other Municipalities

Similar “Paperless Counter” initiatives have already been introduced in other municipalities. Takikawa City in Hokkaido has successfully implemented this system, providing a reference model for Osaka.
